• Gen. Andrew Poppas, the current FORSCOM commander, will be retiring.
• Lt. Gen. Joe Ryan, the Army’s deputy chief of staff for operations, will be promoted to four-star general and assume command of USAWHC.

Gen. Randy George, the Army Chief of Staff, articulated the urgency of these reforms during the ceremonial transition. He noted, “The world is becoming more complex and perilous… Now is the time to streamline our organizational frameworks.”

Integration of Commands

This reorganization follows the September deactivation of Army Training and Doctrine Command (TRADOC), which merged with Army Futures Command to establish the Army Transformation and Training Command. This consolidation represents a concerted effort to minimize the number of four-star commands, thereby enhancing overall operational efficiency.

• Reduction of Generals: Gen. George has consistently advocated for diminishing the number of general officers since taking command in early 2023.

The USAWHC will utilize the same facilities previously occupied by FORSCOM at Fort Bragg, North Carolina. Full operational capability is anticipated by the summer of this year, with relocation efforts concluding by September 2027.
