Portugal Seeks Participation in EU's SAFE Defence Funding Mechanism
Portugal’s Strategic Move to Enhance Defense Capabilities through SAFE
On July 29, the Portuguese Ministry of National Defence (MND) formally indicated its intention to participate in the Security Action for Europe (SAFE) initiative. This European Commission (EC) financial program aims to bolster the collective defense procurement efforts of EU member states and enhance the European defense industrial base (DIB).
Overview of SAFE
SAFE is a component of the EC’s broader Readiness 2030 strategy, unveiled in March 2025, designed to significantly elevate defense expenditure across Europe. The initiative is set to provide approximately EUR 150 billion (USD 171 billion) in long-term loans. These loans are to be sourced from capital markets and secured by the EU budget, aimed at assisting EU members with “urgent and large-scale procurement efforts.”
- Loan Terms:
- Maximum duration of 45 years
- Grace periods extending up to 10 years
- Pre-financing options up to 15%
- Exemption of value-added tax (VAT) on finalized contracts
Context of Portugal’s Participation
Portugal is among 18 EU member states expressing interest in utilizing the SAFE mechanism, with a collective procurement potential estimated at a minimum of EUR 127 billion. According to Andrius Kubilius, the EC’s commissioner responsible for defense and space, this reflects a significant alignment of European military enhancement efforts.
The Portuguese government has established a SAFE Working Group. This group’s primary objective is to foster the technical development of projected defense initiatives and prepare an official request for financial backing by November 30.
Investment Focus
The forthcoming request will be accompanied by a comprehensive investment strategy targeting the European DIB. Importantly, this plan will emphasize the integration of the Portuguese DIB into upcoming value chains associated with projects financed through the SAFE program.
Portugal’s initiative illustrates its commitment to modernizing its defense capabilities, particularly through the expansion of its fleet of 139 VAMTAC ST5 tactical vehicles. By leveraging SAFE funding, Portugal aims to not only enhance its military readiness but also strengthen its place within the European defense landscape.
This endeavor marks a significant step in reinforcing collective European defense, ensuring member states are better equipped to address evolving security challenges.
